Al Hutchins

Chief Executive Officer 
Al is the founder of Hutchins & Associates, Inc. He is an aerospace industry consulting entrepreneur with an extensive background in corporate leadership, new business capture, program management, and system engineering, and over 45 years of experience in line management and organizational development. Al is a recognized authority in the field of unmanned systems and is frequently retained to advise major aerospace firms on a wide range of strategic and tactical issues. He holds a Bachelor's Degree in Chemistry from the United States Naval Academy, a Master of Science Degree in Operations Research from the U.S. Naval Postgraduate School, and is a graduate of the Defense Systems Management College Program Manager Course. He received Quality Management training from Dr. Edward Demming. Al’s major areas of focus include:

Charlie Jones

Director Operations and Support Practice

Charlie Jones has a wide range of personal and professional experiences in the military, as well as international and domestic business settings. He’s a former USAF colonel and pilot (tactical and special OPS). His professional responsibilities and experience include fighter aircraft and engine maintenance, mods, and logistics – Flight line to depot level, Pentagon Plans and Programs Officer, Deputy Director for Aircraft Maintenance – Tactical Air Command HQ, USAF Member of Drug Enforcement Administration (DEA) Country Team in Bogotá, Colombia, Commander – Aircraft Maintenance Squadrons in U.S. and overseas Fighter Wings, Chief of Maintenance – Korea (F-16s), and Langley AFB, (F-15s), USAF F-15 SPO Deputy Director, combat pilot (Vietnam vet), and completed an Exchange Tour with the French Air Force. He’s also managed FMS programs in the military, and as a civilian, is conversant with ITAR and FMS processes and “rules,” is trilingual (English, French, and Spanish), and is conversant in several other languages.

Civilian business experience includes being the resident Director of Middle East Business Development for Hughes Aircraft Company – Saudi Arabia, Plant Manager of a large manufacturing facility (Raytheon),

Vice President and General Manager of a Lockheed Martin technical/aviation services company, Director of mods for the F-22 program, Deputy Program Manager for Operations in Iraq for Kellogg, Brown, and Root (KBR), and is a successful small-business owner.

Since 2005, Charlie has been providing all phases of proposal development/management (RFI to post-award activities, and if needed, all levels of protest activities), and as such, has had extensive experience with the FAR/DFARs and other relevant USG procurement directives and laws. He has also provided business development consulting services, principally focused on DOD/HHS activities.

His education includes a BS in Chemistry and Biology an MA in Human Resource Management, the Defense Security Assistance Institute, and the French Air War College.

On a personal note, he’s an Eagle Scout and was the recipient of the annual General Lew Allen Award for being the best sortie producer in the entire USAF.

Donna (DJ) Fox

Director Financial Support Practice

Donna (DJ) Fox joined H&A in 2018 with her most recent role at GKN North America Aerospace, where she served as Corporate Controller and led accounting governance for North America Aerostructures and US government accounting for the Aerospace division. She also had key roles within Triumph Aerostructures Division, a global aerospace company whose products serve a diverse range of aerospace end products. She held the position of site controller for both the Dallas, TX, and Hawthorne, CA plants.

DJ is a successful, results-driven, strategic FINANCIAL EXECUTIVE:

  • Key Financial Executive of an international aerospace manufacturing company with over 30 years of financial leadership across key Aerospace and Defense Fortune 500 Companies: TGI, Raytheon, Northrop Grumman, and Boeing, as a strategic business partner;
  • Proven record of implementing strategies, processes, and cost/asset reduction initiatives driving P&L performance and growth; and
  • Recognized as a decisive and high-energy leader with a passion for developing and growing talent to support the long-range objectives of the business.

Expertise:

Leadership – $500M to $2B in annual revenue, staff development, LEAN/6 Sigma, and ERP systems implementation.

Strategic Planning – Financial modeling, capital investment studies, affordability/price to win strategic cost modeling driving synergies across the business; key decision maker in major sourcing and facilities strategy placement and responsible for strategic five-year plan tied to business development and investment strategies with focus on driving results.

FP&A and Accounting – Forecasting/negotiating rates, direct/indirect cost management including capital planning, direct cost/schedule and earned value, federal/commercial contract estimating and negotiating experience (e.g., change requests/proposals, CPRs. CSFRs), annual financial forecasts (EACs, indicated final cost, annual operating plan, and forward pricing rates), Sarbanes Oxley reporting, cost accounting, AR/AP, labor accounting, financial statements, and cost policy.

Proposal Development – Extensive proposal experience in commercial/government contracts with various contract vehicles on domestic/international RFPs/RPQs.

Communication and Compliance - Effective presentations, problem-solving, research, writing, internal/external audits, FAR/DFAR, GAAP, FAS, and IFRS compliance

DJ holds degrees in Business Administration with a finance specialization and an MBA from Maryville University in St. Louis. She and her husband, Kip, live in Austin, TX.

Devin Wilcox

Director of Digital Systems Practice

Devin Wilcox brings to H&A over 25 years of small business and information technology management experience. His areas of expertise include proposal management, development of proposals, workflow, and evaluation notice management software products, graphic design, print production, proposal document management, and development and rapid roll-out of secure IT infrastructure for multi-site project management.
